Cogitavi commentary

Powell and Jung’s report arrives at a moment when AI is already reshaping how a significant share of the population encounters the news: 24 per cent of people now use AI for information-seeking every week. The IPPR’s analysis is notable for treating this not primarily as a misinformation problem but as a structural question about who controls editorial judgement and under what accountability frameworks. AI systems are making invisible choices about what information reaches whom — choices that were previously made by editors operating within at least nominally public accountability structures.

The report’s most important contribution is its policy orientation. Rather than treating AI’s role in the information environment as an inevitability to be managed, Powell and Jung argue for intervention at the design stage: shaping how AI systems are built, trained, and governed so that they can actively support rather than displace quality journalism and informed public deliberation. For practitioners working at the intersection of AI governance and information integrity, this is one of the more practically grounded analyses of the policy leverage points available.
