influence operations measurement impact assessment framework Breakout Scale
Cogitavi commentary
One of the persistent problems in influence operations research is the conflation of activity with impact. Nimmo’s Breakout Scale is an attempt to solve that problem operationally: a six-level taxonomy that classifies operations by how far their content actually travels, from containment within a single inauthentic community (Level 1) through to mainstream media pick-up, political uptake, and real-world consequences including violence (Levels 4–6). The framework is deliberately observable — each level is defined by evidence researchers can verify in real time, rather than by intent or reach estimates that require access to platform data.
The value is both analytical and practical. Analytically, the scale forces a discipline that attribution-focused work often lacks: the question is not just who is running an operation, but whether it is working. Practically, it provides a shared vocabulary for comparing operations across contexts and calibrating response proportionality — a Level 2 operation and a Level 5 operation are not the same problem and should not receive the same counter-measures. Though published in 2020, the framework remains one of the more durable methodological contributions in the field, and it has informed the design of subsequent detection and assessment tools at major platforms and in government.
