The Counter-FIMI Toolbox for Diplomats adapts the EEAS counter-FIMI framework for an audience of diplomatic practitioners — a necessary translation, since most FIMI analytical tools are designed for intelligence analysts, academic researchers, or strategic communications specialists rather than for the diplomats who are frequently both targets and potential respondents. The toolbox organises counter-FIMI action across three dimensions: situational awareness (detecting and understanding FIMI in context), international cooperation (coordinating with allies and multilateral institutions), and strategic communications (responding effectively).
The diplomatic framing matters. Diplomats operate under constraints — protocol, bilateral sensitivities, official communication channels — that make standard counter-FIMI playbooks difficult to apply directly. This toolbox accounts for those constraints while still providing actionable guidance. Published alongside the pilot study on Russian diplomatic FIMI, it represents a coherent package: the threat is documented, the response framework is provided. For foreign ministries and international organisations building FIMI awareness and response capacity, this is the most immediately applicable resource currently available.
