Cogitavi commentary

This 2025 EPRS briefing addresses the intersection of generative AI and information manipulation — specifically how Russian state actors are deploying AI tools to scale disinformation operations, and what the EU's AI Act framework can and cannot do to address this. The briefing documents AI-enabled Russian operations, assesses the adequacy of existing detection tools including LLM-based propaganda identification, and maps the implications for the European Union Democracy Shield Special Committee.

The AI dimension of FIMI is the fastest-evolving element of the threat landscape, and institutional analytical capacity has struggled to keep pace. This briefing represents the EU's most current publicly available institutional assessment of where generative AI has already changed the FIMI landscape and where the greatest risks lie. For practitioners tracking AI-enabled influence operations, it provides useful institutional context alongside the more technically detailed academic and practitioner literature.
