This January 2026 EU DisinfoLab framework addresses a core challenge in multi-actor FIMI monitoring: different organisations investigating the same Russian operations use different methodologies, vocabularies, and data structures — making it impossible to aggregate findings into a coherent operational picture. The framework proposes a shared situational awareness methodology across Doppelganger, Overload, Storm-1516, and Undercut operations.

The operational picture concept — borrowed from military and emergency management doctrine — captures exactly what is missing from current multi-actor FIMI monitoring. The framework's practical contribution is a structured methodology for aggregating and comparing incident data across operations and investigators.
