Cogitavi commentary

France's 2026–2030 national strategy against information manipulation is one of the most structurally coherent government frameworks to emerge from a Western liberal democracy in the current cycle. Adopted by the President of the Republic and coordinated through the SGDSN, it sets out four pillars — national resilience, platform regulation, operational capacity, and international cooperation — that together reflect a whole-of-society approach rather than a narrowly securitised one. The document is notable for its explicit acknowledgement that defending the information space requires both hard institutional capacity and civic infrastructure, and that these must be built in parallel.

For practitioners working on counter-FIMI strategy, the French approach is instructive precisely because it has been tested operationally. VIGINUM's experience across multiple electoral cycles, including the 2022 presidential election, provides a real-world baseline against which the strategy's ambitions can be assessed. The 2026–2030 framework builds on those lessons — particularly the challenge of balancing rapid attribution and response against the legal and normative constraints of a democratic state. The strategy is thus as much a political commitment as an operational document, and should be read in conjunction with VIGINUM's published threat assessments.
