Cogitavi commentary

Demos has been among the more practically oriented UK think tanks on the intersection of disinformation and democratic resilience, and this report — setting out the organisation's information resilience priorities for the current parliamentary cycle — reflects that orientation. Perry, Moores, and Devine's framing centres on what the UK government and civil society can realistically achieve in the 2026–2029 window, given the current institutional landscape, the legislative tools available, and the resource constraints that have characterised recent public sector investment in counter-disinformation capacity.

The report is useful primarily as a policy roadmap — a statement of what Demos judges to be tractable rather than merely desirable. The priorities it identifies, and the sequencing logic that underlies them, reflect close engagement with the UK policy environment and with the operational experience of counter-disinformation practitioners. For analysts and policymakers working on UK information resilience, it provides a structured agenda against which government action can be assessed and a baseline from which progress — or its absence — can be measured over the coming years.
