Ofer established Cogitavi in 2024 to help institutions and businesses understand and succeed in contested information environments. Working across government, business, and civil society, for more than a decade, Ofer observed a consistent pattern: most organisations assume they face threats in contested information environments, but they lack the clarity to understand them. More critically, they operate tactically by responding to immediate crises rather than acting strategically. And in doing so, they miss opportunities: the ability to shape perceptions, build credibility, and influence the terms on which they operate. As information domain depends on confusion, most organisations are trapped in it.
This gap is what Cogitavi was established to address. It brings together expertise across the full spectrum of the information domain — from the strategic logic to the operational mechanics. For governments and institutions, it delivers the clarity needed to defend strategic interests. For businesses, it translates that same clarity into competitive advantage: understanding the information environment is understanding where markets, reputations, and regulatory outcomes are being shaped. Cogitavi's role is to cut through the confusion and help institutions and businesses understand what they're facing, what it means, and how to act strategically.
Ofer is a Senior Lecturer at King's College London, where he has led research on strategic communications and information operations since 2016. He is a frequent contributor to policy and professional forums and has worked with institutions and business across Europe, North America, and beyond on countering influence operations and building institutional resilience. Ofer is a published author with hundreds of different written contributions, including several monographs and edited volumes.
