Moldova: Country Election Report

The post-election Moldova Country Report is the most comprehensive multi-actor assessment of FIMI in the 2025 Moldovan parliamentary elections, drawing on monitoring by 30+ organisations and 90 practitioners. The report documents active Doppelganger and Pravda network operations, a large-scale election-day cyber attack, and the response of Moldovan civil society and institutional actors. Despite the scale of the interference effort, the election proceeded with a credible outcome — a finding the report attributes to public resilience, civil society coordination, and improved institutional response capacity.

The Moldova case provides one of the most detailed publicly available accounts of what Russian multi-instrument election interference looks like in practice — combining disinformation, cyber operations, and illicit financing — and what an effective multi-stakeholder counter-response requires.
